Question for the Filipinos in the Philippines!?

With all those tremendous amount of money given as a "special pabaon" to those retiring military officer during the administration of former President GMA, did it happen without her knowledge and blessing or was she a party to it? Why? Lots of Filipinos are suffering, while their wives are buying real states and etc in other countries! How could it happen?
