Restraining order on stalking Father with no custody?

Is a restraining order best fitted for a 16 year old daughter against her father who continues to slander to her, contacting neighbors, calling school and discussing personal issues with strangers? He does not have any custody visitations, nor legal rights. He has not seen her in almost 2 years and not part of her life other than a few Saturdays growing up,
